The policy is founded on Assembly Resolution A40-27: Innovation in aviation, which builds on the Chicago Convention to address the evolving nature of aviation innovations. It draws from the United Nations System Staff College's independent assessment and subsequent Council action to create a framework that supports all Member States in benefiting from aviation in innovation.
The ICAO Policy on Innovation establishes a framework for advancing aviation through collaborative innovation. The plan of action related to this policy is detailed in the ICAO triennial operating plan and mapped to the High Priority Enabler on Innovation, which translates the requirements of the Policy to yearly implementation activities. Convene regular sessions of a structured strategic dialogue between the ICAO Council and industry leaders, in their respective roles and responsibilities, to consider innovation in aviation safety. This creates a forum where ICAO and industry collaboratively address emerging challenges and shape the future of international civil aviation.
Continue and enhance the inclusive dialogue with stakeholders to encourage further collaboration and sharing of experiences in relation to innovation in aviation safety and take proactive action with respect to accessibility of innovations by all States. This action complements, and does not replace or overlap with, those that are already established.
Enhance, plan, develop and deploy ICAO instruments and tools to enable the timely, effective and efficient regulation of innovations in aviation safety by States. This area focuses on developing frameworks and tools that allow Member States to effectively regulate emerging technologies while providing greater certainty and predictability to the industry.
Promote a culture within the Secretariat to open up to innovations in aviation safety and adapt its internal processes by, inter alia, leading by example, and assessing and updating ICAO's working methods. This aims to transform ICAO's internal approach to innovation, encouraging a mindset that embraces change and continuous improvement.
Council monitoring on the implementation of the ICAO Policy on Innovation. This provides accountability and oversight for ICAO's innovation initiatives, ensuring that progress is tracked and evaluated through established Key Performance Indicators, monitoring implementation, and periodically reviewing the effectiveness of the policy.
